Alexander Iliev Yolovski has a Master's degree in Political Science from Sofia University "St. Kliment Ohridski". He has over ten years of experience in the planning, implementation, coordination and control of activities related to administrative reform and e-government, as well as in the field of strategic planning for the needs of public administration and e-government.

From February to August 2022, he was Deputy Minister of e-Government when the ministry was established. Between August 2015 and November 2016 and in the period August 2019 – January 2022, he was the head of a department, and from August 2022 until June 2023 he was a senior manager for projects at the National System Integrator "Information Service" JSC. In the period 2016 - 2019, Alexander Yolovski was a Deputy Chairman of the State e-Government Agency. From 2011 to 2015, he was head of department in the Ministry of Finance and in the Administration of the Council of Ministers, guiding the elaboration of the Operational Programme "Good Governance" 2014-2020 and conducting the negotiations with the European Commission for its adoption.
